A 22-year-old St. Cloud man was intoxicated, speeding and without a license when he "floored it" through an intersection in downtown Sauk Rapids, Minn., striking another car and killing two Hibbing residents, according to charges filed Tuesday.

Tom Souvannaphong is charged in State District Court in Benton County with nine crimes, including four counts of criminal vehicular homicide, two counts of criminal vehicular operation, two counts of driving while impaired and one count of driving without a license.

Authorities said Souvannaphong T-boned another car just after 11 p.m. Saturday at a major Sauk Rapids intersection. The driver of the impacted car, 45-year-old Kathy Davey, and front-seat passenger Kevin Davey, 51, were pronounced dead at the scene. Another passenger, 25-year-old Krista Miller, also of Hibbing, sustained non-life-threatening injuries.

The Daveys were said to be avid supporters of the local auto racing community, including the Iron Range Racing Association and Hibbing Raceway. Miller is Kathy Davey's daughter.
