The 'degrading behaviour' of a rapist police officer went unchallenged because colleagues said it was 'just Wayne being Wayne', a damning report has found.

Wayne Scott, a former officer with Cleveland Police, was jailed for 19 years in 2013 after being convicted of a string of sex offences, including eight rapes and two sexual assaults against a child.

Now an internal investigation into the police's handling of the case has revealed the extent of the 38-year-old's shocking conduct during his ten-year career with the force.

The report described how he made sexual advances towards colleagues, spoke openly about his sex life and also received 'love letters' from girls as young as 10.

The highly-critical investigation also revealed how Scott demanded sex from vulnerable offenders and even played what he called 'the rape game' with fellow officers.

But the report - which uncovered eight more of Scott's alleged victims - found the force had a 'prevailing culture of indifference' towards the offender and failed to act on 16 'red flag' warning signs which showed that he was dangerous.

Today, Cleveland Police apologized to victims for its 'unacceptable' failings in allowing Scott's behavior to 'flourish' while he served as an officer.
